You could define a userdefined of all the sub-connections in the pipe, and then add a Total line to that? However, this won't know the max for the Total line and so cannot give you a percentage.

Maybe your router device has an interface which is the container for your PVCs? This is how we did it at my previous employer. We graphed the PVCs individually, but also the Serial ATM container they live within. The PVCs can run to >100% if the space is available, but the Serial link cannot. We ended up with 'Serial 0' (the actual ATM link), and 'Serial 0.1, Serial 0.2, ....' which were the various PVCs. This was a much better way to obtain the data.

Why not set AbsMax[] to the actual serial size, then set MaxBytes[] to the site's PVC size. Then, the graph will show the amount used and give percentages (in brackets) relative to MaxBytes (which is the PVC size). Next, give the option 'routers.cgi*Options[]: aspercent' which will display the percentage, rather than the actual usage. This will mean you have the percentage on the graph.
