Sorry - I wrote it from scratch myself for the routers.cgi and generic.cgi scripts. This is why it is a bit more parameterised than you would expect.
It sounds as though you need something like the configure script that many packages use now, or the Perl Makefile module. This is more for UNIX and compilation though rather than windows.
If you feel like using the install.pl script for your basis of writing a new script, feel free to do so.
