Firstly I am running 2.16, so this could just be a bug, would rather confirm 1st before upgrading :)

Recently we have had complaints that customer are not receiving their full bandwidth entitlement.
However our Routers are definetly capping their speeds correctly. (Tested and Confirmed).
So we took a closer look at the frontend, and decided to compare it with another frontend (14all).
