Yes, it is possible. We've even done it.
You need to get an SMS service provider - either a web-based one or a locally connected SMS modem. Then you need to write a notification script and notification command in Nagios to send messages via this route, in much the same way that the noficication commands are set in the command.cfg file for sending emails. You would usually use the phone number user parameter rather than the email address, of course.
Finally, configure the user objects to use this notification method.
