You're really better off asking this on the Nagios mailing list, as this is a purely nagios problem rather than for Windows Eventlog Monitor (which is the subject for this group).
Tracking down problems with your email notifications would require detailed examination of your nagios config, including what you have for your check_command, and your local email configuration as well - maybe the mails are just waiting in the local queue?
