Sounds like you have a problem with your Nagios scheduler. Can you post the corresponsing Nagios service definition here?
Make sure you have check_period 24x7, active_checks_enabled 1.
On the 'pending' text, does it say when the check is scheduled for execution? If it say not scheduled, you dont have active checks enabled. If it gives a time that is passed, then are any other checks running? Maybe your Nagios scheduler is broken, or you have a huge latency?
Note that you probably only want to run the check_rbl every hour at most.
