I've had this reported on XP and 2k3 but not on 2k or NT. It has never happened here, so there's something in our standard build that must include the needed library.
I just wish Windows gave a more helpful error message (like 'xxx.dll not found' would help)
Can you try running both the configration tool and the agent from the DOS command line and see if you get anything more helpful? There is a ZIP package on nagiosexchange.org which contains the relevant files plus some extra DLLs which may help.
