twinmenu = no
this will suppress the Devices menu, although the Targets menu will still be there. Use 'allowexplore = no' to disable the Targets menu as well.
Then, try to have
defaultrouter = none
so that the default page is nothnig. Then, there will be no way to find the pages except to give the rtr=... parameter, although you can still define multiple users where some of them have allowexplore=yes

Checking the code, I find that this second part does not work because it realises there is no device called 'none', although rtr=none does work. It's too clever for its own good. The patch is very simple and will be correctly included in 2.16beta4, or email me directly if you cant wait.
